INC.
In
1948, Elmer Winter and his law partner, Aaron Scheinfeld, organized Manpower Inc. to provide temporary help services to business
firms, professionals, etc., in Milwaukee, Wisconsin. The company expanded rapidly over the years to the point where
it now operates 4,000 offices in 82 countries. Its international volume of business totaled $22 billion at the end
of 2008.
Winter served as President of Manpower Inc. until his retirement in 1976. Aaron Scheinfeld
died in 1970. Winter died in 2009. The company is listed on the New York Stock Exchange.

Committee in 1972. He served in this position for four years. Later, he served as Honorary President of the
American Jewish Committee which is one of America’s oldest human relations organizations.
